Executive Director
The Newfoundland and Labrador Foster Families Association has a mandate to advance and promote the professional role of foster families and to speak as a collective voice for foster families throughout the province. It has responsibilities in the areas of Education, Recruitment, Retention/Support and Advocacy. The Association works in partnership with all stakeholders in the foster care program to meet the needs of foster families and to enhance the care and support provided to children in care and their families.
The Executive Director oversees the day-to-day operation of the Association and assumes a leadership role in the management of finances, human resources, program development, public relations, board support, and systemic advocacy. They also share the responsibility of providing support to foster parents. The Executive Director is responsible for ensuring the goals of the Strategic Plan are achieved and that the Association operates in accordance with its mandate and mission. This position requires regular travel throughout the province and occasional travel outside the province.
Qualifications: The successful candidate will be a registered social worker with a MSW degree(preferred) or a BSW degree with relevant experience.
They will have an understanding of the child protection system and previous experience working with or supporting foster families. They will have: strong written and oral communication skills; financial management skills, including budget preparation, analysis, decision making and reporting; organizational abilities, including planning, delegating, program development and task facilitation; HR experience; conflict resolution skills; strong advocacy and public speaking skills; experience working in the not-for-profit sector; and a demonstrated ability to build respectful relationships where diversity is recognized and celebrated. Experience working with a Board of Directors would be considered an asset.
Salary Scale: $71,398-$92,816

The Association works in partnership with all stakeholders in the foster care program to meet the needs of foster families and to enhance the care and support provided to children in care and their families.
The Executive Director oversees the day-to-day operation of the Association and assumes a leadership role in the management of finances, human resources, on-going program development, public relations, board support, systemic advocacy, etc. The Executive Director represents the vision and mission of the Provincial Association and works to ensure foster parents have access to support, representation, information, and participation in all aspects of fostering in terms of programs, policies, training and recruitment. The Executive Director is responsible for ensuring the goals of Strategic Plan are achieved and that the Association operates in accordance with its mandate and mission.
The Executive Director is directly accountable to the Board of Directors.
General Responsibilities
Board Support:
- Brings all appropriate issues and policy decisions to the board in a timely manner so that they are addressed and resolved.
- Provides support to the Board by preparing meeting agenda and supporting materials.
- Assists with the orientation of new board members and provide the opportunity for on-going board development.
- Identifies, assesses and informs the Board of internal and external issues that affect the organization.
Public/Community Relations:
- Ensures that the Association has a visible and effective public image by regular use of the media, speaking engagements, and presence at appropriate public functions.
- Establishes and maintains contact with key individuals in government, other not-for-profit agencies and the community.
- Communicates with stakeholders to keep them informed of the work of the organization. Meets regularly with foster families Local Associations and Departmental staff throughout the province.
- Establishes good working relationships and collaborative arrangements with community groups, funders, politicians, and other organizations to help achieve the goals of the organization.
- Represents the organization at community activities to enhance the organization's community profile.
- Acts as a spokesperson for the organization.
Human resources planning and management:
Oversees human resources policies, procedures and practices.
- Maintains a positive, healthy and safe work environment in accordance with all appropriate legislation and regulations.
- Responsible for the hiring and supervision of staff
Financial Planning and Management:
Prepares and presents an annual budget for the operation of the organization to the Board of Directors for approval.
Ensures the finances of the Association are managed according to the approved budget and provides monthly financial reports to the Board of Directors.
Personal Support/Allegation Support:
Ensures foster parents are aware of the support that is available from the Association.
Shares responsibility for providing personal and allegation support to foster parents.
Systemic Advocacy
Identifies systemic issues that impact foster parents as a group and brings forth these issues to the Department in an effort to seek resolution.
